Evaluation of the Flexibility Counselling measure

The Austrian public employment service (AMS) offers support to companies with more than 50 employees regarding the management of organisational changes. Flexibility Counselling (FBB) and Flexibility Counselling Plus (FBB+) aim to prevent the negative consequences of high employment fluctuation and job loss by implementing flexible employment market policy interventions.

The evaluation focused on the companies’ level of satisfaction with this offer and its benefits for the companies. It further focused on the analysis of the implementation of employment market policy objectives of the AMS in relation to the interests of the companies. In addition, indirect benefits, such as improved customer loyalty with the AMS, or an increased use of AMS services, were analyzed as key impact indicators of FBB.
