Evaluation of measures of the Public Employment Service Austria (AMS) and their effects on appropriate employment and income

This study focused on analysing AMS monitoring data, longitudinal data provided by the Main Association of Austrian Security Institutions, and a survey among participants in the training measures. The objects of the investigation were persons who took up employment within 3 months after participation in a training measure. It was investigated whether these persons have achieved higher income or, in terms of sustainability, have stabilised their income, and to what degree the employment corresponded to their education or training. Furthermore, the study investigated the assignment of the measure by the AMS and assessed the interviewees’ employment situation based on the information provided by them. The research focused on the training measures in the fields of construction, metal, office, and health.

In L&R Social Research’s many years of experience in researching into the employment market and further education, topic-centered interviews by phone have proven to be an adequate measure for a survey of this nature. Compared to written interviews, contact by telephone raises the readiness to reply, and also the quality of the answers to the qualitative questions is higher. Hence, computer-assisted telephone interviewing (CATI) was done from the L&R Social Research phone studio.

Longitudinal data gained from the daily employment data provided by the Main Association of Austrian Social Security Institutions were used as a basis for the investigation. With the help of a change matrix it was analysed whether the income development of these persons was more stable than in the period prior to the trainings.
