Atypical employment relationships and volume of work in Carinthia

In the last decades gainful employment has been subject to increasing quantitative and qualitative changes. In addition to the persistent problem of unemployment, an increasing “Delimitation of Empoyment” and respectively a loss of significance of the so-called standard employment relationship emerges. While fulltime, dependant and open-ended employment relationships with regulated hours of work and guaranteed right of continuance as well as an often related industry-wide or internal representation of interests still are the dominating form of employment they have lost significance in the past years in favour of employment relationships, which more or less diverge from the characterisics mentioned above. These variations mostly apply to working hours, consistency of the assignment, the workspace as well as their implementation in labour and social assistance law. This erosion process of standard employment relationships creates a number of social risks, but also offers new chances for employment and individual freedom.

The administrative data of the Main Association of Austrian Social Security Institutions served as an empirical data base. L&R Social Research has been working with this longitudinal data for more than 14 years. Daily calender dates allow sophisticated employment career analyses without extensive and expensive interviews, also over longer periods of time. Beside stereotyping career analyses, status change processes, inflow and outflow in predefined situations, earning development, areal mobility, emergence of employees on sick leave, multi-income concretion, re-entry processes, changes in configuration and aggregates for collective statistics can be elaborated and displayed.

Additionally this data record with multi-level working hour information was connected to the employment relationships. L&R Social Research tested this new information and integrated it into the insitute´s inhouse database. Consequently it was possible to receive information on the work volume.
