Re-entry monitoring in Vienna and Austria, 1st version

The aim of this development and monitoring project for the Vienna Chamber of Labour was to elaborate and permanently implement a “re-entry monitoring” process in relation to parental leave.

Characteristics/guidelines:

  • The result tables of re-entry monitoring must be presented in such a way that they can be read and interpreted even without detailed expert knowledge of longitudinal data analysis.
  • Involvement of women and men in the re-entry monitoring processes.
  • For women some special analyses will be carried out in addition which, taking into account the findings, are not possible or relevant for men.
  • Involvement in the re-entry monitoring processes of all those persons who were previously integrated in the labour market , who held a priority notice for transfer payments or were recipients of such, or persons who were not integrated in the labour market.
  • Non-involvement of previously self-employed workers or civil servants.
  • Typification of entry processes and non-entry processes.
  • Consideration of the sustainability aspect: avoiding short-sightedness in relation to simple transition processes, as such an approach produces artefacts. Instead, mid- and long-term observation periods will be defined.
  • Flexible adaptation of observation periods: for current cohorts a post-entry observation period of one year will be established. For former cohorts it is possible to increase the observation period.
  • The monitoring model will not primarily be oriented on individual reference models for parental leave, as these models might be subject to change in the coming years. Instead the (likely) assignment to one of the reference models will be represented in a special analysis.
  • Annual elaboration.
