Evaluation of Qualification Pass Vienna

The Vienna Qualifications Pass is a joint offer of the Vienna Public Employment Service and the Vienna Employee Assistance Fund (waff) and has been available since 2015 to people residing in Vienna who have either completed compulsory schooling or have a higher qualification acquired abroad that they cannot use on the Austrian labour market.

The aim is to support and accompany these people step by step until they have an adequate qualification (e.g. apprenticeship qualification). To this end, a document supported by a special database is used to record what professional experience the person in question already has, what the specific training objective is, what qualification steps have already been taken in this direction and what steps still need to be taken.

The high number of cancellations and time limits currently represents an unsatisfactory situation in terms of customer satisfaction and efficiency. As the reasons for cancellations and time limits have not yet been recorded in a structured manner, the AMS has decided to evaluate the Qualifications Pass (QP). The focus of the evaluation will be on those people who have received the qualification pass at a career information centre (BIZ) or a provider commissioned by the AMS. Customers who received the QP from waff or an organisation commissioned by waff should only be considered if they also received support from the AMS in connection with the QP.

The study centres on the search for the causes and background for the high number of drop-outs (AMS) and time limits (waff) among the qualification passes issued. Subsequently, suggestions for improvement are to be developed in order to promote positive completions, sound out improvements in the process and, if necessary, revise key figures.
